  BirgenAir Accident - Press Release March 18 1996
Official representation was included from Turkey (the state of registration of the airplane and the state of airline BirgenAir), and the Federal Republic of Germany (as observers), and also representatives of BirgenAir airline who are responsible for the operation (flightcrew and maintenance).
The signals of the recorders were located on the 15th of February 1996 in the territorial waters of the Dominican Republic about 5 miles off the Coast of Puerto Plata at a depth of about 7200 feet.
Immediately the government of the Dominican Republic, the United States, and Germany and the commercial companies of Boeing, Rolls Royce and BirgenAir devised a cost sharing plan to recover the recorders at an estimated cost of $1.4 million.

 Hope fades for jet's 189 passengers
The German tour operator said the Dominican airline, Alas Transporte de Internacional, was responsible, having leased the aircraft from a Turkish company, Birgenair.
Bound for Frankfurt and Berlin, the Birgenair plane was chosen at the last minute to replace a Boeing 767 owned by Alas which developed mechanical trouble, Dominican officials said.
Birgenair's owner, Gulperi Peri, told The Associated Press that Alas had asked Birgenair to lease the plane because another plane, a 767, had technical trouble.

POI's of 14 CFR part 121 air carriers operating Boeing 757/767 airplanes shall make certain that their assigned operators' flight manuals include appropriate emergency procedures for identification and corrective actions to be taken when erroneous airspeed indications are observed or suspected.
POI's shall also inform these air carriers of the circumstances of the Birgenair accident and reemphasize the importance of monitoring airspeed indications for malfunctions during the takeoff.

Insect debris in the pitot tube feeding the captain’s airspeed indicator was suspected.
Investigators found the static ports had been taped over as ground crews waxed the plane’s aluminum exterior (the static port provides the reference, if you will, to the dynamic pressure measured by the pitot).

Colombian civil aviation authorities report that at the time of the accident, all navigational beacons were fully serviceable and that the aircraft voice and data recorders did not indicate any aircraft problems.
Alas Nacionales, a Dominican Republic airline, charted the 757 from Birgenair, a Turkish owned airline, for the flight to Germany.
At the time, all airlines from the Dominican Republic were not allowed by the U.S. government to fly to the U.S. because of sanctions imposed by the FAA Foreign Assessment Program.

The Birgenair accident is particularly noteworthy because it was the first loss of the popular B757, and there was concern for the airworthiness of the fleet.
Through a multinational effort, the flight recorders were retrieved from the seabed off the Dominican Republic, a depth of over 7000 feet, and the accident could be understood,--crew confusion over flight instrument readings.
In both the Lauda and Birgenair accidents, the Safety Board was able to get Safety Recommendations out to the industry in a timely manner-thus protecting the public from possible recurrence.

Actually, the noise is taken from the flight recorder from a Birgenair-Boeing 757, which 6th February 1996 crashed into the sea outside the Dominican Republic.
The plane was supposed to be a 767 from the local charter company Alas, but due to the low amount of travelers, Birgenair's 757 was chosen.
The plane set off from the airport in the city of Puerto Plata, a city located north in the country, and was headed for Frankfurt and Berlin, Germany, and it reached a height of 7000 feet before something went wrong (apparently something with the speedometer), and the plane crashed into the sea.

A World Bank delegation held talks with Turkish officials and discussed construction of the Baku-Ceyhan oil pipeline during their contacts in Ankara last week.
According to a report by the US Department of Air Safety, the Turkish pilots flying a Boeing passenger plane on lease to the Turkish Birgenair air company which crashed into the sea with the loss of 189 lives, have been shown to be blameless.
Instead, the report actually blames Boeing for failing to provide proper warning systems in the pilot's cabin and flight deck.
