Libraries’ social commitment and responsibility to help those members of the public least able, or inclined, to engage in learning means supporting informal learning is a crucial part of their work.
Learning in the library sector is now being labelled as ‘lifelong learning’, emphasising the fact that libraries span the whole age range as well as aligning their purpose with current government agendas, often with the aim of securing funding.
In Birmingham, Library Learning Centre staff have a mentoring role and therefore help learners to reflect on the learning process, but they are seen locally as ‘pioneers’; it is something of a departure for this to be stated explicitly as part of the job description of members of library staff.

Many people use this library in addition to their community library, the Centre reliant on adults bringing children into the library, as it is located in the Birmingham city centre.
Birmingham was one of the first authorities to take it up and it is now a standard across the country.
The library also supports what we in Australia call home schooling by making the library available for a group known as Education Otherwise (http://www.education-otherwise.org/) to meet in and also by making sure these children are included in general library programming.

In addition to being awarded the first of the Library's new commissions in 1990, in 1992 Vanley advised on the development of a commission project which sought to tackle the issues of absence and presence head on.

But The Birmingham Post last month reported that the council's new Conservative-Liberal Democrat coalition remained unconvinced that the library and Paradise Forum were in such a poor state of repair that they needed to be pulled down.

Renamed the Jefferson County Library Cooperative in 1997, the organization continues under its formal establishment as a not-for-profit educational organization.
