The Constitution of the Diocese of Gibraltar in Europe states that the Bishop of the Diocese shall be appointed by a panel made up of the Archbishop of Canterbury, the Bishop of London and an Episcopal member of the Anglican Consultative Council.
Bishop Geoffrey’s ministry to date has been characterised by pastoral care, theology and teaching (he is a distinguished church historian) and contributions to improving relations between the Churches.

On arrival at the Cathedral entrance the street was crowded with Gibraltarian men (their wives, children and parents had been evacuated from Gibraltar during the war) who wanted to show their respect to this courageous Polish hero.
The then Bishop of Gibraltar celebrated a requiem mass in the Cathedral before the mortal remains of General Sikorski and his party were transferred to the Polish destroyer "Orkan".

It is sobering to remember that Europe is just emerging from a century of conflict and division in which there were more Christian martyrs than in the whole of the period of the early Church.
The life and witness of the whole Church in Europe, to which our own Diocese makes its distinctive and highly significant contribution, must therefore speak of that reconciling unity-in-diversity which we believe is God’s will for all people.
I am sure that as Bishop Geoffrey enters into his ministry he will have the great joy of discovering the innumerable and hugely varied ways in which God is at work in your Diocese, through the faithful work of your clergy and laity.

In the ancient Orthodox church of Ethiopia the choir of debteras, holding their T-shaped monastic crutches, dance in a rhythmic pattern to haunting drums and the metallic beat of the sistrum reminding worshippers of the hammering of the nails into the hands and feet of Christ at the Crucifixion.
In the cathedral of Auxerre in medieval France the bishop and clerks danced to the plainchant of the Easter sequence over the pattern of the labyrinth in the floor of the choir, tossing the Easter ball to each other in a sacred pattern of rejoicing.

Geoffrey Rowell, Bishop of Gibraltar in Europe, is well towards the reasserter side of the spectrum, so the congregation can hardly be claiming a theological justification for its decision.
Like all bishops, Terry Finlay had strong points and weak points in his ministry, but to blame him exclusively for any fall in attendance that may have happened in his diocese, as though there were no parish clergy and no personal or demographic factors operating, seems patently unfair.
The bishop and heirarchy, rather than the congregation, appear to be the ones who finds it hard to trust people of a different churchmanship (even though it is orthodox).
