July it was announced from Downing Street that the Rt Revd Christopher Hill, currently Bishop of Stafford in the Diocese of Lichfield, is to be the ninth Bishop of Guildford.
Bishop Christopher’s election will then be confirmed in an arcane judicial ceremony set within an act of worship held at St Mary-le-Bow in the City of London.
Once the court is satisfied, the election is confirmed and from that moment the Bishop Elect becomes the Bishop of the Diocese de iure and de facto.

The working party of bishops given the task of finding a way to ordain women as bishops and keep the Church together at the same time showed on Monday that it was under no illusion as to the challenge it faced.

There is evidence from inside the House of Bishops' meeting last week, that although they were content for it to be debated by synod, a substantial minority would have liked to move directly to include women among their number.

Bishop Christopher will remain Bishop of Stafford for a few months while a complicated ancient legal process takes place to confirm him as Bishop of Guildford.

 A concise history of the Guildford Diocesan Guild
The Guildford District was the stronger of the two; indeed it was numerically the largest in the whole Winchester Guild so that a concerted action by its members carried considerable weight in Guild affairs.
The Guild Central Committee acknowledged the wishes of the Guildford and Yorktown Districts to form a separate Guild, and at an Annual General Meeting of the Winchester Guild, held in Guildford on July 2nd, 1927, terms for the separation were agreed.
The Guildford District was by far the strongest in all respects, being centred on the Cathedral Church with its "crack" band, led by Alf Pulling, and including 22 of the Guild's towers and an initial membership of 145.

It would be impossible for a bishop who could not recognize women bishops to take an oath to a woman archbishop and yet the Report envisages that either or both archbishops could be women, without explaining how this difficulty of the oath of obedience is to be solved.
Guildford states (para.38) that the advantages of a Third Province are that it has ecclesiological clarity, it meets the stated needs for adequate safeguards and it removes discriminatory provisions against women from the main body of the Church of England.
It envisages that the woman archbishop would nominate a diocesan bishop in the province or observe an established procedure for precedence so that the archbishop’s jurisdiction would be transferred to a male bishop ‘if it were necessary for such jurisdiction to be exercised by a male bishop’.

At the meeting of the House of Bishops which preceded that of the General Synod in the Summer of 2006, it was apparent that there was disagreement over how matters should be advanced in connection with TEA/SEO, the bishops being unable to decide on what action should be taken.
This, and indecision among the bishops, has led some Forward In Faith observers to be more optimistic as to how matters might develop in the immediate future, and to hope that the whole momentum towards the introduction of women bishops might slow down.
