 Anglican Journal, December 2003 -- Bishops consider dissenters
The bishops authorized a task force “to draw up terms and conditions for adequate provision for episcopal oversight of dissenting minorities in the Anglican Church of Canada,” to consult with the Archbishop of Canterbury through the Canadian primate and to report to the April 2004 meeting of the house of bishops.
The house of bishops also asked the task force to appoint a mediator that would negotiate an interim role for a visiting bishop in New Westminster that would be acceptable to Bishop Ingham and to the parishes that believe gay relationships should not be blessed.
Bishop Ann Tottenham of Toronto, one of two female bishops, said she did not wish to “sound mean,” but that “the departure of people who don't agree isn't a good reason (not) to do things,” noting that Anglicans who didn't agree with the ordination of women 25 years ago also threatened to leave the church.

Although the Diocese of Texas deputation voted to deny consent to the consecration, this measure passed the House of Deputies and was sent to the House of Bishops for concurrence or non-concurrence.
On Sunday afternoon, The House of Deputies voted to consent to the consecration of The Rev. Canon V. Gene Robinson as the bishop of New Hampshire.
Bishop Griswold said the Convention was meeting to discern God’s desire for this “curious people” known as Episcopalians, made up of a collection of dioceses, each with a different culture and point-of-view.

 House of Bishops ponder Windsor report
Bishop John Lipscomb has returned from the recent House of Bishops meeting, saying the tone of the conversation in Salt Lake City left him more optimistic about the future of the church.
"The response of the House of Bishops did not rise to the level expected by the Communion," Duncan said in a news release published by his group, the Anglican Communion Network.
The bishops met in Utah to discuss the Windsor Report, a paper written by a panel formed by the Archbishop of Canterbury, in which the U.S. church was taken to task for, among other things, consecrating a noncelibate gay priest as bishop of New Hampshire in 2003.

 THE BISHOPS’ COVENANT: AN ANALYSIS AND EVALUATION
The House of Bishops “Covenant” comes at an “extraordinary” time in the life of ECUSA and of the Anglican Communion, a time when clearly some “extraordinary action” is required if both the church and the Communion is not to divide irreparably and the witness of these Christian bodies become maimed beyond recognition.
The recent ECUSA House of Bishops meeting follows the publication of the Windsor Report (TWR) from the Lambeth Commission, an earlier response by the House of Bishops in January, and finally the February Communiqué from the Primates’ Meeting in Newry.
That the House of Bishops should take such an approach, apply it to the very need for, character and exercise of episkope, and justify it in terms of the humility of “forbearance” is ethically inappropriate and pastorally depleting.

The House of Bishops, which has convened since the time of the American Revolution, complements the House of Deputies (elected laity and clergy from each diocese) in forming the Episcopal Church's bicameral legislative body formalized in 1789 and known as the General Convention.
The bishops' conversations are expected to address ways of deepening collegiality as the church moves forward with the majority of its dioceses having affirmed, by vote of General Convention last summer, an openly gay bishop whose ministry is opposed by nine dioceses aligned in a six-month-old network of affiliation.

 NIGERIA TO THE HOUSE OF BISHOPS
I now write to you in response to the recent Covenant statement from ECUSA’s House of Bishops during their spring meeting in Camp Allen, Texas and also because there have been a number of misleading reports about the recent Primates’ meeting in Northern Ireland.
NOTE: The Primate of All Nigeria (the leader of the African Primates) argues that for any hope of meaningful reconciliation, the Bishops of ECUSA must apologize for their sinful consecration of an openly gay bishop rather than apologize for their failure to consult and the effect of their actions.
The statement answered the call for a moratorium with regard to the ordinations of non-celibate homosexuals with a pledge to withhold consent to the consecration of any bishop until 2006 — I find this response to be disingenuous since it holds the entire church to ransom for the sin of a few.

Using the same language as the Windsor Report, the House of Bishops is expressing regret for the damage caused to the Anglican bonds of affection by the actions of ECUSA.
The House of Bishops is simply the first institution to do so – the Executive Council will no doubt join in and the next General Convention will probably have a lot to do with it.
