It locates BEE in the overall transformation programme, the RDP, and it argues that the broader and meaningful participation of fl people in economic activities is central to growth, poverty eradication and the building of a more egalitarian society.
However, economic growth whilst being a necessary condition to raise the living standards of the people, is unlikely to reduce the racial and income inequalities of the society unless the growth process is accompanied by creative economic and social programmes that address these inequalities.
BEE is therefore a necessary measure and the responsibility of all stakeholders to implement.

Any meaningful review of fl economic empowerment (BEE) in the first decade of democracy in South Africa needs to consider, first and foremost, how the country arrived, on 27th April 1994, at a point where it was able to confront its numerous social and economic challenges.
Dispossessed of their land, fl South Africans were confined to a particular role in the economic development of the country - serving as a cheap and bountiful supply of labour.
The logic of the apartheid policy was that fl people were destined only ever to provide cheap labour, a process which resulted in the deliberate denial of opportunities for decent education and skills' development.

Critics also argue that BEE's aim was to attempt to create equality of the workforce of South Africa as a whole by enforcing the advantaging of the previously disadvantaged (Black, Coloured and Indian) and the disadvantaging the previously advantaged (White).
