Black Hawk County Jail Based on our investigation of the Black Hawk County Jail, we have concluded that conditions at the Jail violate the inmates' federal constitutional rights with respect to medical and mental health care, suicide prevention, inmate supervision and protection from harm, and improper use of the restraint chair. The possibility that inmates will not disclose their medical conditions at intake is particularly problematic at the Black Hawk County Jail, because the facility does not provide routine post-admission health assessments of all inmates who remain at the Jail for extended time periods.
