The Black-bellied Whistling Duck, Dendrocygna autumnalis, is a whistling duck which breeds in the southernmost USA and tropical Central and South America.
The belly is black and the large white wing bar is visible in flight.
The habitat is quiet freshwater lakes, cultivated land or reservoirs with plentiful vegetation, where this duck feeds mainly at night on seeds and other plant food.

Although   the Fulvous Whistling Duck (formerly "Tree-Duck") is a common summer resident of the rice fields of south-central and southwest Louisiana, it is rarely encountered this far east.
The Mottled Duck is a conspicuous inhabitant of the coastal marsh at all seasons, and is usually seen in pairs or in very small groups.
The Wood Duck is a rather common inhabitant of bottomland sloughs and swampy woodlands.

If those field marks are present, then these ducks are sure to be Black-bellied Whistling-Ducks on their way home to a pond.
Renaming them to whistling-ducks for their whistling calls was done to standardize the common names for the genus.
Generally the whistling-ducks will forage in harvested fields, gleaning the left-behind kernels, but they have been known to grab an easy meal in livestock feedlots.

Rusty finally showed up and when he saw it he said that he thought it was one of the "Tree ducks." He did have his Western Birds with him and we confirmed it to be a Black-bellied Whistling-Duck.
The original notes exactly as written (except spelling corrections) were: gray head, brown crown, black belly, brown body, white wing, pink orange bill, white pink legs, and white eye ring.
I did not try to approach it on this visit since I didn't want to take a chance on scaring it away, however on a subsequent visit I found it to be very skittish and it would not allow close approach.

Preliminary results (Bourne and Osborne, Black-bellied Whistling Duck utilization of a rice culture hab- itat, Intercencia 3:152-159, 1978) indicate that overall depredation levels are low even though the ducks ingest newly sown, pregerminated paddy or seed rice (Oryza sativa).
The purpose of this paper is to present data on the food habits of Black-bellied Whistling Ducks in Guyana, South America, when they occupied rice culture habitats during crop sowing in June 1973 and October-December 1974.
Ducklings consumed 54% animal foods in this study, suggesting that younger whistling ducks need the higher protein content found in animal foods for growth and development.

The best field marks are the black underparts and the large white areas on the wings.
It is found a lot in the same habitat as the Fulvous, though to a larger degree in wooded country.

In flight it is described as having a "droopy" look but the most obvious features are the white wing stripe and the red bill and legs which differentiates it from all other flying whistling-ducks.
Sick states that "Flocks do not mix with viduata or other ducks" but as can be seen in the first two photos, small groups do mix with White-faced Whistling-ducks.
The subspecies Dendrocygna autumnalis discolor which is seen in these photos differs from the nominate subspecies in having a grey breast band between the brown neck and the black belly.
