Blackburn's term began fifteen days after the general election, and she became entitled to the pay of her office on that date subject to the requirements of possessing a valid certificate of election and taking the required oath.
¶15 We conclude that Blackburn was inducted into office at midnight on November 23, 1994, and that this original action was brought after Blackburn was inducted into office and had begun her term as a legislator.

Blackburn and Pope were joined at a news conference by representatives of the Oklahoma Independent Petroleum Association, the Oklahoma Wildlife Federation, the Farm Bureau, the Farmers Union, the Oklahoma Sierra Club, the Oklahoma Family Farm Alliance and the Southern Oklahoma Water Alliance.
Suzanne Hatfield of the Family Farm Alliance showed film clips of several southeastern Oklahoma families who have to truck in water for drinking and other purposes because there are not facilities to bring water to them from lakes and streams in the area.

 Water Sale Negotiations Dormant But Not Dead, Alliance Contends
OKLAHOMA CITY (Jan. 17) -- The proposed sale of southern Oklahoma water to northern Texas is temporarily stalled but not permanently dead, a disparate coalition announced Thursday at the State Capitol.
A primary bone of contention in the current negotiations is whether the proposed water compact would allow Oklahoma to shut off the spigot to Texas in the event of a severe drought,” Pope and Blackburn noted.
Pope and Blackburn both contend the water sale compact should have the blessing of the entire 149-member Legislature, not just the House/Senate Committee on State/Tribal Relations as current state law provides.

Oklahoma parents and families can get a significant tax break just by saving money for college thanks to legislation passed in the final days of the session and signed into law last week by the governor.
House Bill 1896, by Representative Debbie Blackburn, D-Oklahoma City, and Senator Brad Henry, D-Shawnee, allows an annual state income tax deduction of up to $2,500 per beneficiary in the Oklahoma College Savings Plan beginning in 2002.
The new Oklahoma deduction will take effect with the tax year beginning January 1, 2002, but Butkin said there is no reason to delay establishing an Oklahoma College Savings Plan account.
