9,500, is a long, narrow island in the East River of New York City, lying between the island of Manhattan to its west and Queens on Long Island to its east.
It was named Manning's Island after captain John Manning from 1666 to 1686, Blackwells Island from 1686 to 1921 and Welfare Island from 1921.
In recent years the island has been developed as a residential community with a number of high-rise apartment buildings; the long-term care facilities remain at both the northern (Coler Hospital) and southern (Goldwater Hospital) ends of the island.

Blackwell gained national prominence because of his official actions in matters relating to the disputed voting on November 2, 2004, including that for the U.S. Presidency and for state and county offices.
Blackwell received a bachelor of science degree in psychology from Xavier University in Cincinnati, Ohio, in 1970 and his master of education degree, also from Xavier, in 1971.
Blackwell served in the administration of President George H.W. Bush as deputy undersecretary in the Department of Housing and Urban Development from 1989 to 1990, when he returned to Cincinnati to run for the First District seat in the United States House of Representatives being vacated by Tom Luken.

Roosevelt Island preservationists are celebrating the completion of a seven-year campaign to restore the bell tower and a stained-glass rose window on the Chapel of the Good Shepherd.
The Chapel of the Good Shepherd was constructed in 1888 on the grounds of an almshouse on Blackwells Island by British architect Frederick Clarke Withers.
At the time, the island was home to some 2,000 of the city's poorest residents, and the Episcopal mission chapel was the residents' spiritual center.

Blackwell's was the name that for nearly two centuries identified what is now known as Roosevelt Island, whose aerial tramway cable-cars gliding over the East River can be seen from the Queensborough Bridge.
In 1848 the Bellevue complex was divided, one reason being the intent to move all its inmates to Blackwell's.
The Blackwell's Workhouse was built in 1852 to replace a century-old similar facility at Bellevue.

This quarry was "in the town of Mount Desert, southeast of the village of 'Hall Quarry' and four-fifths mile north of the Robinson Mountains." The operator was the Booth Bros. and Hurricane Isle Granite Co., 208 Broadway, New York.
Granite from the Moose Island Quarry was used in the Gate house at Central Park and the steps of Columbia University in New York; and in the trimmings of the Hampton Dormitory in Cambridge, Massachusetts.
This quarry was "on Swans Island, east side of the old harbor, not quite 1 mile east of Swans Island village and three-fourths mile southeast of Minturn." The operator was Matthew Baird Contracting Co., 433 East Ninety-second Street, New York.

 The Steinway Tunnels
The purpose of their plans was to construct a tunnel railroad from Ravenswood, north of Long Island City, to a convenient point in Manhattan that would serve as a direct connection between the Long Island Rail Road and the New York Central & Hudson River Railroad.
At the time, a similar plan was being pushed for a bridge over the East River to be known as the Blackwells Island Bridge and it too was for the same purpose as the tunnel project.
The route in Long Island City (Queens County) was via tunnel under the East River to a shore point near 5th St. (49th Ave.) thence under private right-of-way diagonally to 4th St. (50th Ave.) thence via that Street to Jackson Ave., thence northeast beside Jackson Ave.

These were persons imprisoned in city jails, usually on Blackwells Island, as punishment for public intoxication, disorderly conduct, street fighting, and petty larceny.
The manner in which legislation was enacted to establish a workhouse for petty criminals on Blackwells Island is an early but telling example of judicial activism in the face of legislative and political inertia toward the cries for prison reform.
The episode of the workhouse on Blackwells Island began in December 1848, when Judge John Edmonds, who helped found the Association, impaneled a grand jury to investigate, among other things, the stringent release policies of the city prisons.

Whether hospital, almshouse, or jail (and often these organizations were housed together), the institutions were usually located away from the rest of the community, relegated to an area north of the city or to an island off of Manhattan.
Bellevue included a large almshouse, and about mid-century, Blackwell's Island (later Welfare Island, now Roosevelt Island) became the site of an almshouse and workhouse, at about the same time as almshouses were established in Brooklyn, Queens, and Staten Island.
Wards Island, at the northern end of the East River, housed a hospital for destitute immigrants, an immigration station, and the City Asylum (later to become Manhattan State Hospital and then the Manhattan Psychiatric Center), and in 1850 was the site of a home for juvenile delinquents.
