The inboard portions of the blade have trouble making very much thrust efficiently, so on a well-designed prop the induced velocities on the inboard portions of the blade tend to be low, but the inflow velocities due to the plane's forward motion are still about the same as everywhere else on the blade.
If the pitch angle is large, and the inflow velocity is small (such as during the beginning of the takeoff run), then the angle of attack is likely to be large.
