		The Town Council may adopt as the annual assessment for the Town of Blades the assessment for real estate and improvements located thereon as compiled by the Board of Assessment of Sussex County, if in their judgment, they consider said Sussex County Assessment to be proper and fair.
		Should the owner of the land refuse to accept the same, or the owner is unknown or cannot be found the amount remaining shall be deposited in some bank in The Town of Blades, either to the credit of the owner, or in a manner by which the fund may be identified.
