AMT believes that CN is alone in opposing the application and states that the agreements in place recognize its status as the operator of a federal railway and assign certain specific activities to CN and CP as contractors.
AMT is a person that wishes to obtain a certificate of fitness and once a railway system is subject to the legislative authority of Parliament and the person who is applying for the certificate of fitness provides the necessary proof of solvency, that person is entitled to obtain a certificate.
AMT counters that it is the operator of the commuter train system and that it acts either directly as operator, or indirectly through contractors to whom by agreement it entrusts specific activities.

The Blainville line is a commuter rail line operated in the Greater Montreal, Quebec, Canada area, by the Agence métropolitaine de transport, or AMT, (in English, the "Metropolitan transportation agency"), the umbrella organization that plans, integrates, and coordinates public transportation services across this region.
The Montreal/Blainville line was originally opened in July 1997 and was supposed to serve commuters during the construction on the Marius-Dufresne bridge.
The Blainville line will be extended to Saint-Jérôme, with an intermediate station in Mirabel by the end of December 2006.

AMT F59PHI 1325 coasts through the Montreal West, Quebec, station with a train from Blainville bound for Windsor Station in downtown Montreal on November 24, 2000.
On January 1, 1997, the management and financing of both commuter lines was transferred to AMT, which had been formed in 1995 to distribute funding and coordinate transportation planning among the various public transit operators in the greater Montreal region.

There are other differences between CN and AMT: CN wants 50 cents per passenger km, the AMT says CP only charges 35 cents per passenger km on the Rigaud line.
The Blainville line terminates nowhere near downtown, and the main link from avenue du Parc station to centretown is on a bus.
This line is an excellent real-life model for the Ottawa light rail line, in my opinion.

AMT is very short on equipment right now.
The demand is so high on this line that AMT is even considering to electrify, buy new MR90 EMUs (like the ones actually in use on the Deux-Montagnes line) and reroute the trains to Central Station through the Mont Royal tunnel (already used by the Deux-Montagnes line trains).
Given the increase on gas price, the low costs of electric power (once the catenary is in place, that is!), the fantastic performances and reliability of the MR90, as well as the decreased travel times which would result, electrification could well be the best solution.

 Rawdon's Ten Railways
It was announced (Montreal Gazette, March 22, 2003) that by the end of 2004 AMT (Agence Métropolitaine de Transport) will begin to run commuter trains on the former Canadian Pacific line from Mascouche to St. Martin Junction connecting with the Blainville commuter line to Park Avenue, Vendome, and Windsor Terminus (now Lucien l'Allier).
It also appears that the line is in jeopardy in that it may be in competition with the proposed train to l'Assomption (see number 10 below).
If the Mascouche line does become operational, perhaps one day a bus service will connect Rawdon with the Mascouche commuter trains and Rawdonites will be served by rail once more.

The new improved rush hour service on the Dorion line is good news at last, but this cut is a bummer.
I feel that AMT got squeezed by CP on this one, because the official reason given to cut evening service was that track space and time were needed for expanded freight capacity.
At the same time, this is a way to reduce operating expenses for AMT; AMT's Dorion line ranks at the bottom of all four previous commuter lines for autosufficiency.
