 Patent 4387456
A telecommunications exchange according to claim 1 wherein the command highway is used to communicate maintenance commands from the alarm monitor unit to the digital line termination units.
In digital telecommunication switching systems the switch block includes an alarm monitor unit (AMU) which is used for initiating maintenance related commands in addition to monitoring, persistance checking and filtering alarm outputs.
The AMU collects line and switch block fault indicators from the digital line termination units DLT, applies persistance checks to determine if the alarm is transient or significant and depending on the outcome it identifies the precise location of the alarm and formats an error report to the processor.

Women who are pioneers in every area of life in the newly emerging democracies of the former Soviet block can certainly benefit from access to telecommunications and the lessons it inevitably teaches.
If only one-third of US Internet users are women, then imagine the tiny number of women in Central and Eastern Europe and the former Soviet Union who have access to telecommunications technology.
Yet the technology is ideally suited for citizen groups and democracy champions - electronic communications provides reliable, steady, and affordable communication, and represents a mechanism that enshrines values of communication, cooperation, and collaborative working relationships.

CIPA Study of Technology Protection Measures
The list of blocked URLs may or may not be disclosed and is regularly updated at the server level.
Additional testimony was to the effect that the filtering technologies are incapable of effectively blocking the majority of content defined by CIPA without also blocking a substantial amount of protected speech.
While existing technology protection measures, such as filtering software, are able to block much of which is deemed inappropriate material for children, the technology measures also sometimes block online educational content sought by teachers.

Caller ID services in other states have attempted to balance these privacy concerns through "call blocking" mechanisms, such as per-line and per-call blocking, that provide calling parties with varying degrees of control over whether they can block their telephone numbers from being sent to a called party's caller ID display.
Caller ID service is valuable to its subscribers (the called parties) because it provides them some information -- the calling number -- about the caller.
Although it is possible that "enhanced" versions of caller ID service could involve the transmission of the names associated with calling party numbers, we do not address the regulatory treatment of such services at this time.

Summer 1996: To block or not to block: That is the question
Since the University functions primarily to serve the public, and as its phone numbers should be readily available, UC Berkeley Telecommunications has chosen Selective Blocking to be the standard option for all 642- and 643- campus telephone lines.
Telecommunications will work with Pacific Bell to activate the Complete Blocking feature as quickly as possible.
With Selective Blocking, the caller's number will be transmitted unless she or he chooses to block it by entering *67 before making a call (1167 on a rotary dial phone).

Digital phones to block out eavesdroppers
The new generation of cellular currently being rolled out by Rogers Cantel Inc., Microcell Telecommunications Inc. and Clearnet Communications Inc. promises to be better than traditional cellular phones in many ways.
Analogue technology, it turned out, was very vulnerable to cellular thieves and eavesdroppers, and the industry has been playing catch-up ever since.
According to Wai, the risk of cloning is one of the biggest reasons why analogue cellular providers aren't keen on roaming, a feature that allows customers to be handed from one cellular company to another as they move out of their coverage area.

Block check character - Wikipedia, the free encyclopedia
In telecommunications, a block check character (BCC) is a character added to a transmission block to facilitate error detection.
This block check character is compared with a second block check character computed by the receiver to determine whether the transmission is error free.
In longitudinal redundancy checking and cyclic redundancy checking, block check characters are computed for, and added to, each message block transmitted.

 rfc230.txt
When a large number of user terminals are connected to TIP's through telecommunications facilities, whether within a single organization or, even more likely, when users and user groups not needing the full TIP capability are connected to a remote TIP, this problem may arise.
If the remote end of the block transmission error control loop is in the serving host, then this software could possibly be used for host-to-host, end-to-end error control in addition to host-host-terminal end-to-end error control.
In the design of this protocol, it was apparently assumed that the majority of terminals attached to a TIP would be interactive, be normally used in a character-by-character mode both for transmission to and from the terminal, and normally support a human user who would in effect be in the communication loop.

CCIR Report 322 (International Telecommunications Union, 1963) and CCIR Report 322-3 (International Telecommunications Union, 1968) provide examples in which the noise variation parameters are separated into a time availability parameter and a prediction uncertainty parameter.
Generally, it is not symmetrical because in CCIR Report 322 (International Telecommunications Union, 1963), Du specifies the positive half of the distribution and Dl specifies the negative half of the distribution.
At first it may seem unusual that each noise contour map (and its associated table of noise variation parametrs) is for a single local time block over the whole world, i.e., 8 to 12 (LT) at every point on the surface of the earth.

BBC News Africa Africa gathers to bridge technology gap
One of the biggest obstacles to development is the tendency in some countries, like Kenya, to block private enterprise in telecommunications.
Some analysts see Africa as one of the largest untapped telecommunications markets in the world and they believe that countries with outdated telephone systems could quickly leapfrog several stages in technology development if the right investment environment is created.
Africans are approaching the 21st century deprived of many of the basic telecommunications services which are considered essential in the developed world.
