Blockade! The Blockading of the Southern Seaports in the Civil War
In a blockade by notification, knowledge is held to have been acquired when sufficient time has elapsed for the notice to have been generally received; and after this time a neutral vessel, by sailing for the blockaded port, has committed an offence and incurred a penalty.
With a blockade that is purely de facto, on the other hand, knowledge must be obtained on the station, and neutrals have a right to sail for the port and to be warned off on their arrival.
Whether a blockade is initiated as a blockade by notification or as a blockade de facto, the indispensable condition of its establishment is the presence of a force at the blockaded port.

 Drug Policy Alliance: Narcotic Blockade
The essential condition for establishing a narcotic blockade without producing euphoria or other disabling effects is that the dose of methadone always be small in relation to the tolerance of the patient.
This degree of blockade, therefore, would not effectively eliminate the appeal of heroin if the drug were available on the streets in sufficient quantity.
Blockade is established by gradual increase in dosage to a stabilization level; thereafter the dose of methadone remains constant.

With these ideas in mind, the main objectives of the blockade were to prevent desperately needed goods—including war material, manufactured goods, and luxury items—from reaching the South and to stop the exportation of raw cotton to foreign manufacturers.
Although at first the blockade proved to be porous, it soon began to affect the South.
The Civil War blockade demonstrated that war was no longer a matter only for soldiers, and that the effects of the war were no longer confined to the battlefield.

Blockade is a title I could not resist, not because it was supposed to be good, but because of its status as a famous propaganda effort and its later relationship to the HUAC witch hunts.

Each element of blockade state consists of a blockade flowspec Qb taken from the flowspec of the ResvErr message, and an associated blockade timer Tb.
A corresponding blockade timer Tb(P) (or Tb(S)) is started or restarted for a time Kb*R. Here Kb is a fixed multiplier and R is the refresh interval for reservation state.
The blockaded reservations are ignored; this allows forwarding of a smaller reservation that has not failed and may perhaps succeed, after a larger reservation fails.

As of the present moment we do not know whether the orders are to turn away from Cuba, to proceed and submit to search, or to proceed and to refuse to submit to search.
The second way is to institute a total blockade, particularly of oil shipments, which would in a few months ruin the Cuban economy.

Despite a few attempts to resist at sea (like the long stalemate of the Monitor and the Virginia at Hampton Roads (in Virginia)), the southern navy was overwhelmed.
But the Union navy was not able to completely blockade Georgia's coast; there are simply too many inlets, islands, hidden coves, and swamps among the golden isles to guard completely.
While the Union had the resources to capture and blockade ports all along the southern coast, enough soldiers to actually capture the port cities were not easy to transport by sea.
