The use of the blood eagle seemed to have happened in the darkness of night when nobody was around and the act left for the imagination of those that found the victim, and thus a warning.
But that is substantially different than committing the blood eagle because of the enemy's station or status as I understood you to suspect. My interpretation is less noble in that it served as a warning that treachery against a king would not go unpunished; and with the most severe of deaths in retribution.
The Blood Eagle was one of many ways that heroes could prove their worth on their ways to the halls of Valhalla.

The recovery of the bald eagle began in the early 1960's in the Chippewa National Forest in north central Minnesota.
The eagles were eating sick and dead Canada geese and mallard ducks that had lead shotgun pellets in their bodies.
Other current eagle conservation efforts include aerial surveys of eagle wintering areas in southeastern Minnesota by DNR regional nongame specialist Joan Galli and analysis of mercury in the blood of eagle chicks hatched in northern lakes where the water has high mercury levels (blood samples are taken from chicks before they leave the nest).

 Urban Dictionary: blood eagle
The victim's ribs were severed near the spine and the ribs were spread out in a pattern that resembled the wings of an eagle.
The victim would either be cut down the front (a la disembowlment) and the ribs would be seperated, leaving the chest cavity open and unprotected.
The other possible method was that the victim was cut from behind, the torturer digging his hands into the victim's torso and to the front, and seperating the ribs in such a way that they came out through his back, giving the illusion of wings, and thus a "bloody eagle".

Eagle feathers are the most powerful objects in American Indian ceremonies, and tribal members earn the right to handle them through their knowledge of their people's history and culture.
So it is NOT the Spiritual People, who are not with in the government's definition of "Native American", seeking to honor the Eagle as the problem, it is the trophy hunters....the trinket collectors...those who seek to commercialize and exploit the culture and spirituality of the Native People and ANY culture/religion for that matter.
I agree that the Eagle Feathers should remain in the Hands of the Native elders, simply because I think it is the only way to keep their traditions pure, and true to their ways.
