Bloodlines was an intracompany crossover that spanned all of the annuals published by DC Comics in 1993.
The bite of the Bloodlines Parasites was administered to the back of the neck by a mouth-within-a-mouth (a reference to the titular creatures of the Alien series).
This bite usually killed the victim for food but occasionally awakened superhuman powers in the recipient, as this was also the means by which the creatures could reproduce.

That doesn't really excuse Bloodline's discarding of Bobby's previous characterization, but since all the other characters were similarly treated I suppose it's the least of that book's problems.
Much as I disliked Bobby in LotF II, you are of course right in that in the thirty-some years since LOS his personality could have about-faced dramatically-- a late-life crisis or the like certainly isn't out of the question.
My particular concern with Overkill was that it was a today comic, not yesteryear, when artwork was pretty lousy by comparison.

There were several comics that did much to help push me further along this road, and the creators, either through personal correspondence with them or simply by virtue of the example they set, proved equally inspirational.
And all the while it was regarded as one of the finest indy comics of the 1990s, with an epic coming-of-age story about hope and courage in the face of near-insurmountable odds.

 Comic Book Reviews - December 1997
Even though the field of comic books is dominated by superheroes, I have yet to write a column devoted entirely to the superfolk.
The theory was that DC would introduce a dozen or two new superheroes -- the New Blood -- in their comics' annuals and all would become instant sensations making DC the number one publisher again.
Collecting comics is a liquid affair for me. Every month I add new titles and drop old ones.

Jimmy Palmiotti told The Continuum that he fells Just a Pilgrim, the movie based on the Black Bull property, should be faithful to the original comic book.
"All I can compare at this stage is the script to the comic, and John has kept the screenplay loyal to the original material," said Palmiotti, who was editor on the comic by Garth Ennis and Carlos Ezquerra.
The script was written by Morrison and Scott Gimpel, who also wrote the comic book.
