		Charles Dixon made Nightwing a force to be reckoned with in the eight issues of Nightwing, first published in 1996-97 and collected in 1998.
		This isn't Gotham, where Batman has a staunch ally in Commissioner Gordan, nor is it Metropolis, where the crusading reporters of the Daily Planet act as a secondary police force and keep Superman on his toes.
		Bludhaven is corrupt from top to bottom, and Nightwing has a big job ahead of him.

		Catalina herself tried to be a cop for a time, but the corruption within the BHPD was so appalling she went back to social work.
		Still, the desire to take some action to make Bludhaven stronger and wealthier gnawed at her, and she kept a workout and martial arts regimen to become an excellent fighter and acrobat - presumably, she intended to become a vigilante for quite some time.

		Nightwing versus Deathstroke is a pairing where one would have to pretty hard not to deliver a fan pleasing issue, and for her part Devin Grayson does manage to offer up an enjoyable enough taste of hopefully what's to come.
