Beaches on which cars are allowed must have designated areas on the beach for parking, car-free zones and the waters edge must always be kept entirely free from cars.
Beach guards are on duty during the bathing season and/or there is adequate safety provisions, including lifesaving equipment and directions for their use and immediate access to a telephone.
The National Blue Flag Jury and the European Jury reserve the right to refuse the Blue Flag to beaches in communities where the authorities are responsible for current violations of environmental regulations or otherwise act or follow conditions contradictory to the objectives and the spirit of the Blue Flag Campaign.

The volume of beach operators now entering the awards, and the low level of entry fees, mean that it is fast becoming financial impossible to continue with the awards in their present format.
Beaches could then be described more appropriately, and entries could include dogwalking beaches, beaches for wildlife, beaches for watersports, family beaches or beaches of outstanding beauty.
