Navies with characteristics similar to such forces might one day be on the other side in a confpct.
Coastal navies generally do not have long-range SAM systems on board surface ships, and the air defense of naval units or naval task groups is therefore normally not as well integrated or coordinated as in blue-water navies.
The U.S. Navy and the Marine Corps have several related research projects in progress, and there are plans for interim solutions until a final one is found; the problem seems, however, to be so severe for present and future operations that far more resources should be transferred to it.

The Navy's existing bases, including its two operational ones in Mumbai and Vishakhapatnam, are located in enclaves within commercial ports, making for an unsuitable situation especially in times of war.
The objective was to move the Navy's premier establishment from the Mumbai base where surveillance and a host of other issues, including continuous silting, heavy movement of merchant vessels which results in naval ships having to wait out at sea sometimes for a whole day, and the lack of space for expansion, proved unsolvable.
Once Karwar was selected after technical and hydrographical studies indicated that a base there would provide the Navy with a high state of combat readiness, an efficient state of maintenance, modern amenities for the crew, besides a depth of water and gradient, a framework paper was prepared in September 1984.

This "green water" generally is described as being encompassed within an arc swung from Vladivostok to the north, to the Strait of Malacca to the south, and out to the "first island chain" (Aleutians, Kuriles, Ryukyus, Taiwan, Philippines, and Greater Sunda islands) to the east.
The Navy's underway replenishment capability remains largely undeveloped, and the sustainability of PLAN units is likely to be severely limited by this shortcoming.
While it is unlikely to develop the capability to challenge the U.S. Navy for control of the seas, it is quite possible that the PLAN will, within two decades, develop a Navy with regional capabilities second only to Japan's.

This book is an excellent history of how the U.S. Navy leveraged radar technology and naval intelligence to become a leader in the development of modern computers.
Although it is unrelated to the brown water navy, many of the officers and men involved in the brown water navy were also part of the blue water Navy's amazing digital transformation.
