Boaco and Chontales are two ideologically conservative and anti-Sandinista departments, as demonstrated by the results of the last two elections (see following table).
Although the Sandinistas are running an excellent candidate—rancher Vivian Orozco—for the capital, the population of Boaco City is a captive vote for the PLC and is almost certain to elect Ligia Carolina Henríquez as mayor.

According to a recent Peace Corps volunteer serving in, Boaco, the community receives water between one to three times a week, depending on the time of year.
In private homes, taps are left open all the time, and when water is heard coming out of them, the days (and/or nights) are interrupted to do laundry, wash dishes, and begin filling every available container in their home for water storage.

On February 23, in Belen, Boaco department, Martin Canales Suarez was playing baseball with friends when army member Marcos Antonio Chavarria arrived in a drunken state and shot Canales approximately 40 times with an assault rifle.
On November 17 in La Libertad, Chontales department, police shot and killed Armando Roberto Perez Ocana, who was wanted in Juigalpa on robbery charges, after they arrived to expel a group of squatters at the house where Perez was living.
The RAAN and the RAAS, which were created in 1987 out of the former department of Zelaya and which border the Caribbean Sea, constitute 47 percent of the national territory.

In fact, one especially serious development during the period covered by this Annual Report was the murder of Dr. Arges Sequeira, President of the Asociación de Confiscados and President of the Unión de Productores Agrícolas de Nicaragua (UPANIC).
Sequeira was one of the principals negotiating the return of properties confiscated during the previous administration and--according to reports received-- recently rejected the Government's offer of securities as compensation, given the lack of funds to meet the demands of those whose property had been confiscated.
The investigations conducted by human rights organizations found that they were the bodies of peasant farmers from the area who were murdered in November 1984, after being "recruited" by elements of State Security who pretended to be members of the Nicaraguan Resistance.

While in Chontales, we also visited 12 fincas and gave a presentation to 27 students and faculty at the Instituto Agricola Agropecuario in Juigalpa.
We spent the next four days in the department of Boaco, where we visited the office of Coop San Francisco de Asis and the processing plants of Coop San Francisco and Coop Masaguite.
Continuing the development of processing facilities is limited somewhat by the transportation and utilities infrastructure, but this will almost certainly improve with time.
