The Board of Chosen Freeholders is the legislative body in each of the 21 counties in New Jersey.
Five of the freeholders represent equally-populated districts; four are elected from the county at-large.
Due to widespread ignorance about what exactly New Jersey freeholders do, a common witticism is to refer to them as "freeloaders," as in "The Board of Chosen Freeloaders." This is not necessarily kind, but it does reflect a persistent public belief that this particular layer of government is redundant and unnecessary.

The original plan was adopted by the Bergen County Board of Chosen Freeholders on October 1, 1979 and has evolved through the years to reflect the dramatic changes in solid waste management in New Jersey.
By way of resolution of the Bergen County Board of Chosen Freeholders dated December 23, 1983, the Bergen County Utilities Authority (BCUA) was designated as the agency responsible for the implementation of the Bergen County District Solid Waste Management Plan.
Once adopted by the Bergen County Board of Chosen Freeholders, the proposed amendment is transmitted to the commissioner of the New Jersey Department of Environmental Protection for certification and final approval.

In New Jersey's early history, any person who owned land free from debts, mortgages, other legal claims or liens was a "freeholder." Those who were elected to serve were the "Chosen Freeholders." At first, legislative functions were performed by the Courts, later by a Board of Chosen Freeholders and Justices.
Gradually, the judges became increasingly involved with judicial concerns and in 1798 the State Legislature established the Board of Chosen Freeholders as the legislative and administrative head of county government in New Jersey.
