Runciman will table a resolution when the legislature re-opens later this month that urges adoption of a licence that would incorporate both citizenship and a biometric identifier and could be utilized, in lieu of a passport, for cross-border travel by residents of the states and provinces that adopt its usage.
Runciman raised the issue earlier this year in the wake of a plea bargain deal that saw a victim, paralyzed in a botched organized crime hit, forced to seek compensation from the criminal perpetrators in return for lesser sentences, because of the shortcomings of the provincial system.
Runciman indicated that his decision to once again toss his hat in the ring was based on encouragement from family, friends, colleagues and constituents and his continuing enjoyment of the job, but emphasized his wife’s support as a deciding factor.

Runciman served as Minister of Government Services from February 8 to May 17, 1985, and as Minister of Consumer Relations from May 17 to June 26, 1985, in the short-lived cabinet of Ontario Premier Frank Miller.
Runciman returned to the opposition benches with the defeat of the Eves government in the 2003 election.

Penetanguishene Mayor Anita Dubeau had the opportunity to speak to Minister Bob Runciman about outstanding jail issues on Thursday morning, when he was visiting the area to launch a new program for inmates at the jail.
Runciman was the minister who announced in 1997 that Penetanguishene would be getting a new jail, but this is the first opportunity since then that Dubeau has talked to him face-to face.
