Torricelli's decision sent Democrats scrambling for a replacement to face Republican Doug Forrester in November.
Torricelli was admonished by the Senate Ethics Committee this summer, following an investigation into whether he had improperly accepted gifts from businessman David Chang, a campaign contributor who earlier this year pleaded guilty to violating federal election laws.
Torricelli, who once served in the office of Vice President Walter Mondale, said he made mistakes, but insisted he was not guilty of all the charges leveled against him.

Torricelli, 51, a first-term senator considered a rising star and renowned for his fund-raising prowess, announced Monday he was withdrawing from the race because of the lingering controversy over personal gifts he took from a major campaign donor and questions about campaign donations from 1996.
However, Torricelli wrote in a September 30 letter to state Attorney General David Samson that he had asked Bonnie Watson Coleman, chairwoman of the state Democratic Party, to "pursue the selection of a candidate in my stead" in accordance with state law.
Torricelli's race was once viewed as an easy win for his party, but Republicans have successfully made the incumbent's ethics troubles a campaign issue.

Bob Torricelli has developed a new strategy and it goes something like this; "This election is not about me." Torricelli's argument is that voters should overlook, or at least put in context, his accepting gifts from David Chang and his public humiliation on the floor of the US Senate.
What Torricelli is saying is not really about Doug Forrester, it's really about the Republicans in the south and other parts of the country who would be in control of the US Senate and thereby implement policies counter to what New Jerseyans want.
Bob Torricelli has never lost an election for public office and it has become increasingly clear that he is willing and able to do just about anything to make sure he doesn't lose this one.

Torricelli actually took Chang to a meeting with the finance minister of South Korea in Seoul in 1999--when Chang was already under investigation for giving Torricelli illegal campaign contributions.
Torricelli has admitted that he did not go to the authorities when Chang tried to buy him a Mercedes, a bribe he apparently turned down when he got worried that the auto dealer knew who Chang was buying the car for.
Torricelli is clearly someone who appreciates the accoutrements of affluence--the hand-tailored suits, the first-class travel, the fancy restaurants, the trophy girlfriends.
