Bolivar is a town in Jefferson County in the U.S. state of West Virginia's Eastern Panhandle.
Originally known as Mudfort, Bolivar was granted a charter as a town by the Virginia General Assembly in December of 1825.
About 8.1% of families and 12.5% of the population were below the poverty line, including 14.3% of those under age 18 and 16.4% of those age 65 or over.

 A SHORT HISTORY OF BOLIVAR, WEST VIRGINIA
Soon after the 1607 establishment of Jamestown, Virginia, English settlers moved inland and grew in numbers to establish the Colony of Virginia for the Royal Crown.
  The Virginia Assembly responded in January of 1801 by declaring a new county to be cut from Southern Berkeley County, and naming it in honor of the sitting President, Thomas Jefferson.
The independence of Bolivar was shown in an incident in 1920.

Fernando Bolivar was one of the first students at U.Va., coming here to study in 1827 because he and his uncle were both admirers of Jefferson and his ideas about freedom and democracy.
Born in 1810 in Caracas, Fernando Bolivar came to the United States in 1822 to attend Germantown Academy in Germantown, Pa., while his famous uncle was fighting to create independent nations in South America.
When Fernando's father was killed in the fighting, Simon Bolivar, who had no children of his own, adopted his nephew and sent him to the United States to be educated.

It was transferred to the Twenty-fourth Corps, the fighting in the Valley having ended, and arrived December 25th on the banks of the James, where it took possession of the abandoned quarters of the Fort Fisher division.
These troops from West Virginia (9 regiments) were designated an Independent Division, and General John W. Turner, formerly a division-general in the Tenth Corps, was assigned to its command.

The Council had originally denied the plat citing concerns that the safety of residents would be compromised by the increased traffic that would result from the subdivision.
These attempts to develop the property prompted a nine-month moratorium on building permits, which the West Virginia Supreme Court of Appeals invalidated.
