  IBT Fourth International Conference - Swimming Against the Stream
The fourth international conference of the International Bolshevik Tendency (IBT) was held in Western Europe in March 2005.
The discussions were framed by a sober recognition of the current problems of the international workers’ movement on the one hand, and an appreciation of the enormous potential for massive class struggle on the other.
The supposed atheists of the International Socialist Tendency are going further than most with their lowest-common-denominator attempts to ally themselves with mullahs and "faith communities." In Ontario, Canada’s largest province, the International Socialist group distinguished itself by campaigning for the introduction of sharia (Islamic) law for the resolution of civil and family disputes.

The presence of the Soviet Section of the Fourth International was not limited to the fields of concentration camps (where, in 1938, the Trotskyists organize a mass struggle against bureaucratic repression, before being exterminated) but it was also in the factories, in the collective farms and in the army.
When Trotsky insisted that the Fourth International swam against the current, coming to employ, for the Trotskyists, the expression of "exiles from their own class," he was emphasizing difficulties and objective political tasks, not an historical-metaphysical impossibility of acting.
The programme of the Fourth International begins from the contradiction between the objective and subjective conditions (the crisis of leadership of the world proletariat) of the revolution.

The International Executive Committee rejected the idea that the International had declined; it considered that the victorious resistance to the revisionism of James Burnham and Max Shachtman was, on the contrary, a gain for the movement which was being tested in the fires of war.
The International Executive Committee declared without hesitation that 'a correct approach to the burning tasks of the French section at the present time calls for the organisation to be politically rearmed, and the entire orientation of H (Hic) and C (Craipeau) to be rejected'.
The new epoch was that of the Fourth International.

Trotsky makes an effort to convince his comades that this is only possible in the framework of an International: "starting from the moment in which we began to build independent parties, from 1933, we are already the Fourth International, although we are not a recognised revolutionary leadership.
When the Fourth International in 1938 is founded, the international political circumstances are worse than in the preceding attempts: no ally has been conquered and the setback of the world proletariat has been accentuated with the defeats in the Latin countries.

 Declaration of the League for the Fourth International
As the second imperialist world war approached, the Fourth International stood at its post, fighting for unconditional defense of the USSR against imperialist attack and for the revolutionary overthrow by the proletariat of the Stalinist bureaucracy that was a mortal danger to the workers state.
This is the case of the “Liaison Committee for a Workers International” of Pierre Lambert’s French PT (Workers Party); the “Committee for a Workers International,” led by Peter Taaffe’s Socialist Party in Britain (formerly the Militant Labour tendency); and the Latin America-based International Workers League of the followers of the late Nahuel Moreno.
An offshoot of the Altamira tendency, the “CBCI” (Bolshevik Current for the Fourth International) made up of the Argentine PBCI and the Brazilian LBI, are advisors to the pro-police clique used by the bourgeois state against the Trotskyist LQB in Volta Redonda.

The Russian revolution was the advance guard of the international revolutionary wave (1917-23), and the proletarian dictatorship in Russia was thus right to turn for help to the international proletariat, and first and foremost to the proletariat in Germany, which held the keys to the fate of the world revolution.
It is thus true that Lenin and the Bolsheviks had an incorrect vision, which owed something to the schematism of bourgeois ideology, that the seizure of political power by the proletariat consisted in the seizure of power by the party.
The degeneration of the Bolshevik party was the result of a false conception of its role as regards the state, which led it to see its role as the vanguard of the proletariat as being identical with managing the state.

Since the founding of the International Workingmen’s Association in 1864, the revolutionary Marxist movement’s most important tool for developing and putting forward its ideas, as well as intervening in the international class struggle with the aim of fostering socialist revolution, has been the building and maintaining of an international organization.
The Fourth Internationalists, like Trotsky before he was killed, expected to see a social explosion coming out of World War II that would at least equal the one that came out of World War I. They thought the explosion would bring them to leadership of the working class.
The United Secretariat of the Fourth International (USFI) is the largest international Trotskyist current and claims to be the Fourth International.

The events of September 1938 prevented the delegates of the Trotskyist organisation in Spain and the observers appointed by the POUM to participate in the founding conference of the Fourth International.

In September 1938, I was privileged to attend the Founding Conference of the Fourth International as an observer from the Fourth International Organization of South Africa.
The international labor movement was in total disarray, its Stalinist and social democratic leaderships unable and unwilling to organize working class resistance to the coming catastrophe.
It presented to the international working class, to the peasants, the poor and oppressed in the colonial countries and to the revolutionary core of Bolsheviks fighting the Stalinist bureaucracy in the Soviet Union, a program for immediate action on all the pressing problem of life and struggle which confronted them.

 April 1999: Fourth International in Crisis
The programmatic heritage of the Fourth International (FI), the world party of socialist revolution founded in 1938 by Leon Trotsky and his collaborators in response to the degeneration and betrayal of the Stalinized Third International, has been proposed for elimination.
Marx's International was shortlived, in the end becoming entangled in endless disputes between its revolutionary wing-led by Marx-and a disparate assortment of anarchists, utopian socialists, and "middle class" reformists who rejected the central role of the working class in the struggle against capitalism.
With the passing from the historic scene of each of the first three international socialist movements, the succeeding world revolutionary movement sought to incorporate in its program the lessons learned from past defeats, the programmatic gains that retained their relevance, as well as the fundamental principles conquered by the new generation of revolutionary fighters.
