Bombardier BiLevel coaches are passenger carriages designed to carry up to 360 passengers for regional railways.
The BiLevel coaches were originally designed by GO Transit and Hawker-Siddeley Canada in the mid-1970s as a more efficient replacement for GO's original single-deck diesel multiple units.
The coaches have two pairs of doors on each side which allow the entire coach to be emptied in 90 seconds.

The bilevel car or double-decker is a design to solve the problem of increasing passenger capacity on railcars, without squeezing more (smaller) seats into the same space and/or decreasing the pitch (distance between seats).
Amtrak Superliners are double-decker cars of this variety, with the entrance a step or so up from the lowest station platform level, or at the level of slightly higher platforms, and allow passage from car to car at upper-deck level.

Overall, I would consider the experience to be sufficient for commuting, but not as nice overall as the CRM coaches.

A Bombardier Bilevel Coach loading at a low platform is not any slower than a high platform multilevel car with quarter point doors (such as the LIRR C3) boarding from a high platform.
Sure 30 years ago those systems with low platforms were at a disadvantage relative to the high platform systems and everyone had to use the dreaded trap step to board and allight, but the advent of the UDTC Bilevels for GO changed that.
The Bombardier Bilevel offers nearly level boarding at a minimum height platform, but some improvement for a truely level boarding car from a platform around 12 inches above the railhead is still needed.
