On May 9, 1988, Mitchelson was appointed Minister of Culture, Heritage and Recreation (later remaned Culture, Heritage and Citizenship), with responsibility for the Manitoba Lotteries Foundation Act.
Mitchelson was re-elected by a comfortable margin in 1990, and by narrower margins in 1995 and 1999.

Christine Mitchelson, 53, was found guilty of misconduct after the Nursing and Midwifery Council's Conduct and Competence Committee ruled that 12 allegations against her were all proved.
The hearing in London was told that Mitchelson gave her colleague Pauline Stanton, the sister on her ward, a cup of cola containing a patient’s glass eye between March 2001 and May 2002.
Mitchelson was also found to have roughly treated five different patients by pushing them on to a bed or chair and in one case slapping one on the head.

At a conference of federal, provincial and territorial social services ministers in Toronto, Family Services Minister Bonnie Mitchelson outlined the province's position on the national program.
They include: - specific strategies for addressing Aboriginal child poverty; - assurances that the federal government has a permanent commitment to the benefit program through continued incremental funding; - sufficient flexibility to use redirected funds to meet the needs of Manitoba children; and - implementation of the benefit program as soon as possible in 1998.
