Stegemann argues that, because “Jubilees was a chief traditional authority for the Essenes from the beginning and that the Essenes were founded around 150 B.C.,” the composition of the Book of Jubilees must antedate the second third of the second century BCE (The Library of Qumran, 91-92).
Noack argues that it is a fallacy to assume that similarity of content between the Book of Jubilees and the Qumran sectarian texts necessarily means that the latter was responsible for the composition of the former.
That the Book of Jubilees was written sometime in the first half of the second century BCE is confirmed by the fact that, for the author, Hellenization still appears to be a threat; it has not yet receded into the collective memory of the Jewish people to become a past event.

Ronsch and other scholars formerly sought to identify Jubilees with this second Testament of Moses, but this identification is shown to be impossible by the fact that in the Stichometry of Nicephorus 4,300 stichoi are assigned to Jubilees and only 1100 to this Testament of Moses.
This book is identified with Jubilees in the Decree of Gelasius, but it probably consisted merely of certain excerpts from Jubilees dealing with the names and histories of the women mentioned in it.
Now the author of Jubilees sought to do for Genesis what the Chronicler had done for Samuel and Kings, and so he rewrote it in such a way as to show that the law was rigorously observed even by the Patriarchs.

In 1895 the Ethiopic text was re-edited in a revised form by Charles, and by him translated into English in 1893-5 in the "Jewish Quarterly Review" (Oct., 1893, July, 1894, January, 1895), and subsequently in a separate volume with many additional notes and discussions ("The Book of Jubilees," London, 1902).

THE Book of Jubilees, or, as it is sometimes called, "the little Genesis," purports to be a revelation given by God to Moses through the medium of an angel, and containing a history, divided up into jubilee-periods of forty-nine years, from the creation to the coming of Moses.
At the same time, there is a certain Midrashic tendency observable in the way the author rewrites the older narratives, which reminds one of the work of the Chronicler as compared with the earlier canonical books which he remodelled.

The Book of Jubilees, probably written in the 2nd century B.C.E., is an account of the Biblical history of the world from creation to Moses.
The anonymous author had a preoccupation with calendar reform, and uses Jubilees as a platform for proposing a solar calendar of 364 days and 12 months; this would have been a radical departure from the Jewish Calendar, which is lunar-based.
R.H. Charles, the translator, a distinguished academic Biblical scholar, concluded that Jubilees was a version of the Pentateuch, written in Hebrew, parts of which later became incorporated into the earliest Greek version of the Jewish Bible, the Septuagint.
