Boots which are designed for protection from the elements may be made of a single closely-stitched piece (of leather, rubber, etc) to prevent the entry of water, mud or dirt through the gaps left between the laces and the tongue in other types of shoes.
Tall boots, such as those designed for military dress and horseback riding may have a tab, loop or handle at the top known as a bootstrap, allowing one to use fingers or a tool to provide better leverage in getting the boots on.
To "die with one's boots on" means to die from violence as opposed to from natural causes (to "die in bed"); hence Boot Hill as a popular name for Wild West cemeteries.

In 1985 the site of the former British Columbia Penitentiary in New Westminster, BC, which had languished unoccupied for several years, was sold by the federal government to a private developer.
Unbeknownst to most local residents, included in a parcel carved from the penitentiary lands and donated by the developer to the City of New Westminster was the penitentiary cemetery, destined to become part of Glenbrook Ravine Park.

Certainly there is a similarity to Pee Wee's stacatto attack and his ability to phrase slightly behind the beat, but the arrangements and rhythm on "Boot Hill" and "I Believe" seem quite dissimilar to the sound that Pee Wee consistently captured on all of his recordings.
