This distribution is called LNX-BBC, and you can see its home page at http://www.lnx-bbc.org/ All of the original developers who created the Linuxcare Bootable Business Card (Duncan MacKinnon, Thomas Crimi, and myself) are now working on this project, with the co-operation of several other long-time Bootable Business Card developers and contributors.
The LNX-BBC system, like the Linuxcare Bootable Business Card, is a rescue system designed to fit in a 50-megabyte bootable CD-ROM in the size and shape of a business card.

Over the years most of the creators of the original Linuxcare BBC left the company but have continued to work on the project which is now called the LNX-BBC.
The early versions of the Linuxcare BBC were collections of packages that had been precompiled for other distributions (such as Debian and Red Hat from which subsets of files were copied into the directory from which the BBC was "mastered" (the ISO 9660 CD disc images were built).
The key of the "bootable business card" is that it runs completely from the CD and the system's memory (RAM).

A Bootable Business Card is a CD-ROM in the shape of a business card (slightly rounded on the two short lengths..) Basically it is a cut-down CD-ROM but specifically manufactured this way.
so it becomes a marketing material or business card -- if what you put on it is really useful or interesting, then people are going to keep it around.
As far as "bootable" goes, when the Linux community talks about these things, typically they are talking about the ones, I believe, Linuxcare has given out, which I believe is a Bootable Linux or recovery disk/tools or something to that effect.
