The newspaper report says, 12 out of 21 members of the Borama Municipal Council met without informing the man they want to unseat him and other members of the council whom they thought would oppose them, and declared that the elected Mayor and his deputy were sacked by a majority vote.
Borama Council is not the only one that fell into this trap or quagmire, although it is the worst case scenario, other Councils have similar problems such Gabiley, Hargeisa, Berbera etc. However in all other cases due process of law was strictly observed.
In the Borama Municipal case, both the inefficiency case and the due process of law were a non starter at least from my readings.

Ms Tonelli or Annalina, as she was simply known by Somalis, was shot and fatally wounded Sunday, as she was about to leave the TB hospital that she founded in Borama, about 140km to the west of Somaliland’s capital, Hargeisa.
Annalena was still in the hospital compound when two men approached her, and one of them shot her twice in the head, at a close range, around 8:30 pm.
According to police sources, Mustafa M. Yusuf was heard in the afternoon before the killing threatening Annalena that she would be in trouble if she didn’t give him the job of a driver of a vehicle that was to be purchased for the TB hospital.

The situation at Borama general hospital was a lot of work taking place; students of Amoud University’s faculty of medicine were carrying out the work.
Even though Borama was one of the first hospitals, which attempted to put a cleaning system in place, it still requires a lot of assistance whether is with sanitation equipment or fully trained sanitation workers.
In general all the hospitals in Somaliland need enormous assistance with sanitation, this is evident when you visit their premises, as they have had no help from anyone with the exception of Hargeisa general hospital which receives much needed assistance from the UK based organization Support Somaliland.

The aim of this project was to find out children with eyesight problems or diseases and then provide them with the necessary correction, or treatment, accordingly.

Somaliland has formed a hybrid system of governance combining traditional and western institutions.
In a series of inter-clan conferences, culminating in the Borama Conference in 1993, a beel (clan or community) system of government was constructed, which consisted of an Executive, with a President, Vice President, and Council of Ministers; a bicameral Legislature; and an independent judiciary.
The traditional Somali council of elders (guurti) was incorporated into the governance structure and formed the upper house, responsible for selecting a President as well as managing internal conflicts.
