The proposed Border 2012 Program was announced in September 2002 in Mexico at the meeting of the environmental authorities of the ten border states, and in the United States in the Federal Register.
The Workgroup assessed hazardous and solid waste problems in the border area, improved the monitoring of the transboundary movements of hazardous waste in the border region, identified the hazardous waste generators and management facilities in the region and established a system to notify its counterpart country of new facilities.
Border environmental health efforts focus on reducing the risk to border families, especially children, that may result from exposure to air pollution, drinking water contaminants, pesticides and other toxic chemicals.

The term border states refers to the five slave states of Delaware, Kentucky, Maryland, Missouri, and western Virginia that were on the border between the Northern Union states and the Southern slave states that formed the Confederate States of America.
With geographic, social, political, and economic connections to both the North and South, the border states were critical to the outcome of the war and still delineate the cultural border that separates the North from the South.
Shortly afterwards, the Provisional Confederate Congress was adjourned on February 17, 1862, on the eve of inauguration of a permanent Congress.

Though the border states remained pro-Union, even severely divided Kentucky and Missouri, the effort to nurture their loyalty in the face of bitter internal struggles weighed heavily on Lincoln's overall plan to win the war.

 Bush border plan for Guard hits snag
Nearly two months after Bush's announcement of plans to station 6,000 Guard personnel along the border with Mexico, U.S. Border Patrol officials said 898 Guard soldiers are actually working in direct support of agents in the four border states, freeing up 173 agents, about 1.5 percent of the patrol's workforce.
Some federal and state officials are concerned that the National Guard deployment hasn't gone according to plan but say that they're confident adding troops at the border will help improve security.
The four border states combined deployed about 1,400 Guard members to the border, but the federal government has had trouble finding other states that can spare large contingents of troops.

As evidence, he said the early arrival of troops had allowed the Border Patrol to send 125 agents "back to the front lines," and helped the Border Patrol catch nearly 200 illegal immigrants, seize 123 pounds of marijuana, 18 pounds of cocaine and seven vehicles.
The remaining forces — 1,816 — are in training somewhere in the four states, with some at bases as far away as Sacramento — 600 miles from the border.
