Defence Ministry Boris Tadiæ stated on the meeting “Bridges for a New Millennium”, organized in Belgrade by the Atlantic Council of Serbia and Montenegro, that the SMAF does not cooperate with the Army of Republika Srpska (RS) and that the international community has no objection on this issue any more.
The final document – the Belgrade Declaration – was adopted on the Summit while Serbia and Montenegro submitted the report on the annual chairmanship.
Giving comments on this decision brought by the VSO, general secretary of the Belgrade Centre for Civil-Military Relations, retired colonel Milorad Timotiæ said that by getting this new position military security services would lose power they have had so far.

On July 29 a provisional agreement was signed by Montenegrin Premier Milo Ðukanoviæ and Serbia and Montenegro Defence Minister Boris Tadiæ under which the Montenegrin police were to take over the control of the Montenegrin border from the Army of Serbia and Montenegro.
Serbia and Montenegro, together with Bosnia, are the only two countries in the Balkans outside of the Partnership for Peace programme.
The official line of the government of Serbia and Montenegro is that it looks upon its joining the Partnership for Peace programme as a condition of its inclusion into the contemporary integration process into The European institutions.
