Borogravia - Discworld & Pratchett Wiki
Borogravia is a small, backward country, engaged in near-constant war with its neighbours.
This is despite the fact that Borogravia was, and in some quarters still is, regarded across the Disc as a centre of chocolate-making excellence.
In Monstrous Regiment we learn that Borogravia has been the aggressor in many wars with the neighbouring countries and the military seems to control the country in The Duchess's name.

Monstrous Regiment (novel) - Wikipedia, the free encyclopedia
The book is set in Borogravia, a country that is in dire straits because the populace worships the dying god Nuggan, who in his death throes has decreed (among other things) that crop rotation, women wearing men's clothes and doing men's work, the color blue, chocolate, and sneezing are all Abominations.
Borogravia is supposedly ruled by a Duchess, who is also worshipped, but no one has seen her for decades.
Borogravia's Eastern European feel echoes the former Yugoslavia, but the society bears a closer resemblance to Afghanistan under the famously misogynist and theocratic Taliban: Nuggan's ever-increasing list ludicrous "abominations" parallels their stream of bizarre edicts (placing bans on flying kites, brown paper bags and Leonardo di Caprio hairdos).

Most of Borogravia's able-bodied men have already enlisted, gone off to war, and come back missing body parts if they came back at all.

Borogravia's state religion is the worship of Nuggan, a god with an annoying habit of adding to his list of Abominations on an almost weekly basis (recent additions: rocks and accordion players).
The problem is that Borogravia is hopelessly losing its war, despite official statements to the contrary.
But Borogravia itself, a pipsqueak little country with no industry and fewer resources, can't really be said to be an analogue of America; the only thing noticably American about Borogravia is its religious irrationalism.

Terry Pratchett Message Board: Monstrous Regiment Discussion *Spoilers*
Borogravia, the scene of the novel is a small country, surrounded by other small states with whom they are constantly at war.
Monstrous Regiment is an allusion to the blistering sermon of that title by John Knox, the Calvinist/Scottish minister who thundered out against women having the audacity to think they might rule or be anything except subservient to their natural, god-given superiors-men.
While Borogravia sounds a bit Balkan and Uberwaldish, the attitudes Pratchett bitingly satirizes could easily be found in Afghanistan or any fanatic Muslin country (although the strictures they lay down are not a part of the Koran).
