The State Government opened the 70-bed prison last year saying it put Western Australia at the forefront of managing women offenders and preparing them for re-entry into the society.
He says prisons should be about inflicting punishment and he will transform the accommodation into an aged-care facility.
"We believe that when the prison population is rapidly rising it's the wrong thing to be doing, to be discussing closing a prison," he said.

The Canning Vale Prison and the CW Campbell Remand Centre were merged to become Hakea Prison in 2000.

From September 1991, Canning Vale operated as a maximum-security prison until, in 2000, it merged with the CW Campbell Remand Centre and became Hakea Prison.

The $14 million Boronia Pre-release Centre for Women in Bentley was based on international best practice, said Justice Minister Michelle Roberts.
The Boronia Centre was about preparing women for re-entry to the community in terms of their social and work skills and links with their family, friends and the wider community, Roberts said.
The prison would have a tough anti-drug regime and provide incentives for good behaviour and women would have to work hard at meeting personal, family and community responsibilities, Roberts said.

We phoned each prison to ask if they had received our information, posted our notice and information sheet from the AEC on their notice boards, distributed the enrolment forms, and if they had any problems.
David Farrell used to work for CRC Justice Support and drove a transport van to prisons, so he had an interest in making sure that prisoners were enrolled, and has done an excellent job.
Many prisons phoned us to ask for help with the forms, thank us for the information, and some to ask for an extension of the deadline.
