The Duke of Wellington, prior to being awarded a peerage served as MP for the rotten borough of Trim in County Meath in the Irish House of Commons.
The pocket boroughs were seen (particularly by their owners) in the early 19th century as a valuable method of ensuring the representation of the landed interest in the House of Commons.
The final abolition of pocket boroughs took until the Reform Act 1867 where the borough franchise was significantly extended it was established that seats should be distributed based principally on population.

The scale of maximum charges for the purposes of section 25 of the Electoral Act, 1923, to be paid to returning officers for borough constituencies and county constituencies respectively shall be the scale set forth in the Schedule hereto.
Provided that the borough constituencies of Dublin North and Dublin South shall for the purposes of the foregoing provisions of this Part of this scale be deemed to be a single borough constituency.

The Boundary Commission for England are required by the Parliamentary Constituencies Act 1986, as amended by the Boundary Commissions Act 1992, to conduct a general review of all the constituencies in England every eight to twelve years.
In recommending new constituencies, the Commission are required to give effect to the Rules for Redistribution of Seats which are contained in Schedule 2 to the 1986 Act and are attached as an appendix.
The overall effect of these changes would be to reduce the disparity between the constituencies with the highest and lowest electorates in Hampshire and Southampton from 15,202 for 15 existing seats to 8,725 for the 16 proposed seats.
