Barnes was a local government district of Surrey from 1894 to 1965.
It was formed as an urban district in 1894 and became a municipal borough in 1932.
In 1965 it was abolished and the area became part of the London Borough of Richmond upon Thames.

Despite this setback, progress continued as at the Council meeting on 23 September tenders were invited for the erection of fencing around the cemetery and that the surveyor was instructed to prepare a detailed specification for the laying out of the lower portion of the ground with a view to inviting tenders.
A further notice was read from the Metropolitan Borough of Fulham indicating their proposal to obtain land for burial purposes in the Lower Mortlake Road.

In 1852, Oliver Barnes (a civil engineer for the Pennsylvania Railroad) laid out the plans for the community that was incorporated in 1854 as the Borough of Latrobe.
Barnes named the town for his best friend and college classmate, Benjamin Latrobe, who was a civil engineer for the BandO Railroad, (his father, Benjamin Henry Latrobe, was the architect who rebuilt the U.S. Capitol in Washington, D.C. after the War of 1812).
Derry Borough’s evolution came also as the result of the railroad.

State police were continuing their investigation yesterday into a two-vehicle accident at an intersection near Kecksburg in which a Fayette County woman was killed Saturday.
Linda Barnes, 54, of Melcroft, was pronounced dead of multiple injuries at Frick Hospital & Community Health Center in Mount Pleasant Borough.
Barnes' car was headed west on County Line Road in Mount Pleasant Township when it was struck by a dump truck driven by William Myers, 40, of Acme, who was headed south on Acme Dam Road.
