It’s a nice touch that Leela is ordered to the enquiry by Borusa — having failed with the Doctor, he’s still looking for public scapegoats, and the alien’s a prime target (though he blatantly knows she didn’t do it, having switched his story from “The Matrix rejects the candidate!” to “She attacked him”).
Borusa is certainly a big pull this time, talking to himself as he listens to the Doctor, then forming a great double act that pulls some acting out of Tom (and even Tom’s ‘alliteration’ quip to Stor is done with his old grimness).
Again, Borusa is cool and entertaining, and manages good acting even in scenes like the ‘Doctor’s lost his memory’ one, with a slight smile, but there’s too little of him to disguise the paucity of everything else.

Borusa dismisses the Doctor and Flavia while he arranges the recovery of the Doctor's other selves from the Zone, but the Doctor isn't convinced that the truth has been revealed.

Borusa was a notable and ultimately tragic figure in Time Lord history, and a very important figure in The Doctor's life.
A tutor at the Time Lord Academy during the Doctor's time there, Borusa had risen to the rank of Cardinal in the Time Lord hierarchy by the time of the Master's near-catastophic attempt to exploit the Eye of Harmony (The Deadly Assassin).
In the Doctor's absence Borusa officially became Chancellor (although the Doctor later claims this was done "illegally"), but he also remained acting president rather than staging new elections, apparently on the pretext that there was already a perfectly legitimate President Elect (The Doctor), who just unfortunately happened to always be elsewhere.

Borusa receives his gift — immortality is granted as he is encased in stone in the sides of Rassilon’s tomb, there to spend forever in isolation and despair.

The insults hurled at Borusa sound sincere enough and they probably were, even though the Doctor later apologizes.
Borusa: I already liked him in his brief appearance in The Deadly Assassin and he was great here.
Though Borusa must have been a pretty lousy teacher considering that Gallifrey's foremost renegades, the Doctor, the Master (whom he claims not to know in Deadly Assassin) and the Rani all were his students.

Borusa points the finger at the Castellan and orders him to be interrogated - this scene leads to the completely inappropriate, and mood breaking, song and dance number "Let's Use The Mind Probe Again!" Which was cheaply ripped off from Rocky Horror Picture Show.
Borusa insists that the time lord system of justice - in this case trial via impromptu musical performance - is never wrong.
Recovering from his various injuries, and with his spine full regrown, Councillor Flavia arrives and informs the Doctor that Borusa was a pawn of the Fourth Doctors and has been removed from government due to his association.

Pg 2 "The hidden control room, deep in the heart of the Capitol" is, of course, the one Borusa used in The Five Doctors.
Pg 279 "Borusa - the old Borusa, with all his strength and wisdom." This seems to be a deliberate slight at Eric Saward, who changed the villain in The Five Doctors from The Master, which is what Dicks had intended, to Borusa, which had never been Dicks' intent.
In that, also, Borusa is released from his prison, for a different reason and much earlier in the time stream.

His memory of recent events is lost, and he thinks the fact that he's wearing all the presidential garb is a joke from Borusa, despite the fact that Borusa doesn't make jokes.
It appears that, at the end of this story, Borusa becomes the president, because otherwise Romana would become horribly confused at the start of the next story, even with her much-greater-than-the-Doctor's intelligence.

He comments that his sudden villainy is obvious and distasteful, after three rather good showings he is the second most regenerated Time Lord, even more than the Master (well if you include the TV Movie he does) and this is rather sudden and predictable end for his character.
The unveiling of Lord President Borusa as a baddie is a nice touch, although the legendary Rassilon's appearance is less than impressive (he looks like he should be advertising exotic food or something).
Borusa, the Castellan and Chancellor Flavia are included simply to sit around a conference table and act wooden.
