Bosman refused to resign with RC and at the start of the 1990-1991 season he was suspended.

Bosman, notoriously, prevents clubs from demanding 'transfer fees' for out-of-contract players who move from one club to another and prevents the imposition of restrictions on the number of 'foreigners' who can play for a particular club.
It was argued that this 'transfer fee' provided further protection for the smaller clubs because they could keep their best players until financial constraints made it prudent to sell them to larger clubs.
A player's registration could be transferred once the fee had been paid (or a lesser one negotiated), but so long as a player was on the transfer list the club was under no obligation to pay him a wage.

The ruling of the European Court of Justice in December 1995 upheld the case brought by Jean-Marc Bosman against the European football authorities as a result of his failed transfer from a Belgian to a French club in 1990.
In the many months while the storm-clouds of the Bosman ruling had been gathering on the horizon, FIFA had played a deliberately low-key role, as the issue was one which essentially affected only the 18 national associations of the member states of the EU.

Jean-Marc Bosman was a player in the 2nd division of the Belgian football league, whose contract had expired.
In the meantime, Bosman's wages were reduced as he was no longer a first team player anymore.
After a tough legal battle he won his case, and on December 15, 1995 the court gave him and all other EU football players the right to a free transfer at the end of their contracts, with the provision that they were transferring from one EU Federation to another.

I thought he was out of contract when he left, in which case it's possible that you can put in sell-on clauses in Bosman transfers for players under 23.
Ceefax says that any transfer between an English, Scots or Irish club (presumably Welsh too) of a player under 23 (not 23 or under) has to result in compensation.
Which still leaves open the issue of whether that holds for transfers within a country, as opposed to from one to another, which transfers have different rules in some cases.

At that time, players cannot transfer to other teams unless there is a transfer fees, even if the player is out of contract, the interest club must still play a transfer fee to the player's club.
So, 'free to leave on a Bosman' means that a players contract expired and he is free to do what he wants without the former club getting a cent.

We analyze the impact of three different transfer fee systems on payoffs, contract lengths, training and effort incentives in European football.
The different regimes, being used until 1995 (Pre-Bosman; or P), currently in use (Bosman; or B), and recently approved (Monti; or M) differ with respect to the transfer fee an initial club must accept in case of a transfer depending on whether a player has a valid contract or not.
