Kathleen O'Toole, who is not related to the special operations commander, declined to comment yesterday about Robert O'Toole's role in dispersing crowds, saying she would not discuss the department's investigation until it is complete in one or two months.
Robert O'Toole was also commander of special operations during the 1986 World Series and was overseeing security at Fenway Park when a television news crew filmed him as he slapped a handcuffed prisoner.

Turnover in the unit is rare, police officials said, because of the highly specialized training of the officers.

A few years ago when they had the 2 man Rapid Response teams they did use a seperate channel and would be sent to all the major incidents but the city seemed to adjust to one man patrols fine and that all went by the wayside.
Special Ops is not a real large group here and is pretty quiet until somthing happens.
For the State I don't get the feeling that they really have a Special Operations Unit but just have TalkGroups that are used for Special Operations.
