The latin scientific name of a plant is its botanical name.
There is only one botanical name per plant so if you want a specific variety, use it's botanical name to be sure you are getting what you want.
The botanical name of a plant is usually composed of two words, the genus and the species.

The International Plant Names Index is indeed an excellent database, but it's not an authoritative source for determining the currently accepted name for a plant.
By only looking at the entries within IPNI, it is not possible to determine what the currently accepted name of the plant is; one has to delve into the literature and make the determination.
The good thing about the RHS Plant Finder (at least for many groups of plants that are familiar to Europeans) is that someone has already done the review of names and made a decision as to what to follow for current nomenclature.

The fruit looks like a mandarin and was sold as 'Lo Kan' though the proper name appears to be 'Lokan' as evidenced by web searches.
Or perhaps it could be their version of a common name, like ju gar.
Lokan could be the common name in a particular locale.

Also, in writing cross names one should put the female parent first (though this is not necessary).
