Botley is a village in the civil parish of North Hinksey, just west of the Oxford city boundary in the English county of Oxfordshire (formerly Berkshire).
Botley surrounds the junction between the A34 Oxford ring road and the A420 to Swindon, and is a largely residential area with property prices ranging from relatively cheap in some places, to very expensive, in the direction of Cumnor.

The pensioner was struck on the A420 near Botley, Oxfordshire, on Monday night by the vehicle, which was travelling towards Oxford.
Thames Valley Police said they were investigating the cause of the accident and are appealing for witnesses.

In regard to the Botley formation, I can tell you that it has been there for a good few weeks now, (beginning May).
I saw it myself whilst driving on the A420 into Oxford, but thought it was just damage.
