 John Quiggin - News 1994 - Fightback
The taxation of food is the most regressive element of Fightback, bearing about three times as heavily on the poor (the bottom quintile of the income distribution) as on the rich (the top quintile) and has undermined all attempts to present Fightback as a fair package.
Under the original Fightback proposals this was to be cut from 20 cents in the dollar to 16.2 per cent.
In summary, anyone who supported the Fightback package on efficiency grounds should not change their mind because food is zero-rated.

The economic effects of Hurricane Katrina will not show up until the September numbers are in, but I'll bet you my bottom dollar we won't see the government's inflation figures show any substantial uptick.
However, even without the effects of Hurricane Katrina in August, the government's claim strikes me as ludicrous that, excluding food and energy, there was no inflation at the wholesale level in August; and it's equally stunning that, including food and energy, wholesale prices rose by only six-tenths of a percent.
That stupid hurricane is going to look like the best thing that could have happened to an economy that was flagging seriously; but the piper will be paid: federal and state budgets are going to go up, and that means pork and programs in every direction.
