Botwood's aeronautical origins can be traced to the early 1920s when Australian aviator, Major F. Sidney Cotton and his Newfoundland associate, Captain Sydney Bennett, used the site as a base for airmail and seal spotting services.
Botwood's development as a principle seaplane terminal originated from a 1935 agreement between Canada, the United Kingdom, the Irish Free State, and Newfoundland.
Botwood was also the site of meteorological and communication services; established by Canada in 1936-37, they were transferred to Gander in the winter of 1938-39.

Newfoundland, one of the four Atlantic provinces of Canada, consisting of the island of Newfoundland and, on the mainland, a coastal portion of the Labrador region.
The Labrador portion (296,860 sq km/114,618 sq mi) is separated from the island by the Strait of Belle Isle; it is bounded on the east by the Atlantic Ocean and on the south and west by Québec Province.
Newfoundland is represented in the Canadian Parliament by six senators appointed for life by the federal government, and seven elected members of the House of Commons.

In 1908 construction began on the Botwood Railway, running between Grand Falls and Botwood.

After Canada agreed to assume the responsibility for Newfoundland's defense and coastal artillery in 1940, infantry battalions were strategically placed to protect installations at St. John's, Botwood, Gander, Lewisporte and Goose Bay, among others.
The close institutional and personal ties made during the Second World War by Canadian service personnel stationed in Newfoundland and Labrador, which was then a Crown colony of Great Britain, influenced its decision to join Canada in 1949.
