		Rouvier, who next formed a cabinet, declined to take him as a colleague, and Boulanger was sent to Clermont-Ferrand to command an army corps.
		To the astonishment of his friends, on April 1 he fled from Paris before it could be executed, going first to Brussels and then to London.
		It was the end of the political danger, though Boulangist echoes continued for a little while to reverberate at the polls during 1889 and 1890.

		He became a member of the municipal council of Paris in 1882, and vice-president in 1888-1889.
		Violently attacked by the Boulangist organs, L'Intransigeant and La France, he won a suit against them for libel, and in 1889 he contested the 18th arrondissement of Paris with General Boulanger, who obtained a majority of over 2000 votes, but was declared ineligible.
		Joffrin was only admitted to the Chamber after a heated discussion, and continued to be attacked by the nationalists.

		The initial republic was lead by pro-royalists, but republicans (the "Radicals") and bonapartists scrambled for power.
		The Radicals eventually gained power in the last two decades of the century, but crises like the potential "Boulangist" coup d'?at (see Georges Boulanger) in 1889, showed the fragility of the republic.
		The Radicals' policies on education (supression of local languages, compulsory education), mandatory military service, and control of the working classes eliminated internal dissent and regionalisms, while their participation in the Scramble for Africa and in the acquiring of overseas possessions (such as French Indochina) created myths of French greatness.
