In quantum mechanics (where the number of particles is conserved), a bound state is a state in the Hilbert space that corresponds to two or more particles whose interaction energy is negative, and therefore these particles cannot be separated unless energy is spent.
The energy spectrum of a bound state is discrete, unlike the continuous spectrum of isolated particles.
In general, a stable bound state is said to exist in a given potential of some dimension if stationary wavefunctions exist (normalized in the range of the potential).

To my understanding, when a particle is in a bound state, it is "stuck" because its total energy is less than the surrounding potential.
For example, in one problem, I am asked to show that there is no bound state in a spherical finite well, if the potential inside the well is less than some quantity.
In Griffiths' Introduction To QM he states that in the case of the finite square well "there is always one bound state, no matter how "weak" the well becomes".

Studies of these decays (which are accompanied by a essentially monoenergetic antineutrino) may lead to more precise bounds on the mass of the antineutrino.

Cristobal Rodriguez Benitez, a Mexican citizen, was extradited in 1998 from Venezuela to the United States where he was convicted and sentenced in San Diego Superior Court for the murder of a man who had an altercation with his brother.
Benitez argued in state and federal courts that his sentence cannot exceed 30 years because that was the agreement between Venezuela and the United States when he was extradited.
