The Boundary Committee for England is an independent body in England responsible for defining borders for local elections; and for conducting reviews of local government areas.
Between 1996 and 2004 it (or its predecessor the Local Government Commission for England) reviewed and proposed changes in the electoral arrangements for all district, unitary councils and County Council areas in England.
The Committee was also requested to draw up proposals for systems of unitary government in the North West England, North East England and Yorkshire and the Humber regions, to be implemented if proposals for elected Regional Assemblies were approved by referendum.

The regions were created in 1994 by John Major's government and from 1996 have been used as England's European Parliament constituencies and as statistical NUTS level 1 regions.
A referendum was held in the North East region of England on November 4, 2004; in it the voters rejected the proposal that this region should have an elected regional assembly.

The term was introduced for England and Wales by the Local Government Act 1888, which created county councils for various areas, and called them 'administrative counties' to distinguish them from the traditional counties.
In England and Wales the legislation was repealed in 1974, and entities called 'metropolitan and non-metropolitan counties' were introduced in their place.
Though strictly inaccurate, these are often called 'administrative counties' to distinguish them from both the traditional counties, and the ceremonial counties.

 Boundary Changes
Over the past 2 years, the Boundary Committee for England, a part of the Electoral Commission, has undertaken a review of the Council's electoral arrangements, including the boundaries of the council's municipal wards, as part of a national programme of such reviews.
The Boundary Committee (which is not part of Walsall Council) made its proposals with the aim to provide electoral equality across the 20 wards — so that, as far as possible, all wards in the Borough of Walsall have the same number of voters.

Radical proposals to shake-up councils in County Durham are being given the final once-over by the Boundary Committee for England.
The Committee has been asked to recommend at least two options to be presented to voters on how the County could be served by all-purpose unitary councils, if the region votes in favour of a directly elected regional assembly in a referendum to be held later this year.
The County Council is supporting the Boundary Committee's proposal for a single unitary council called 'County Durham Council'.

 Deadline approaches for ward boundary changes
Walsall Council is expecting the proposals this week from the Boundary Committee for England and from Friday will be making copies and large scale maps available in all its public libraries and at the Civic Centre in Walsall.
Proposals include changes to Pheasey ward, where the Boundary Committee plans to include Orchard Hills, and to Pelsall ward, where the area east of Field Lane, High Heath, is planned to be included in Hatherton Rushall ward.
The Boundary Committee, which answers to the Electoral Commission, has been reviewing Walsall since the autumn of 2001 to ensure that there are an equal number of voters in each of the council’s 20 wards.

There is a legal requirement for electoral boundaries to be reviewed from time to time so that that the numbers of electors represented by each councillor in a local authority remain roughly equal.
To balance out the electorate among the 16, inevitably, boundaries had to be re-drawn, moving blocks of electors from one ward to another and sometimes creating new or renamed wards.
While the Boundary Committee recognises that it was a hard decision to split Rainhill, they do little to mollify residents here by their treatment of Rainford, which they regard as a separate and distinct community.
