However as a special exception we will also consider paying rewards for bugs found in the most recent releases from designated stable branches (e.g., from the Mozilla 1.7 branch after 1.8 is released) if the bugs are not present in the most recent version but were never recognized and fixed as security bugs.

The offer of a reward is generally considered an offer in a contract sense, in that once the offer is accepted and performed upon before the reward is withdrawn, the offerror can be legally obligated to pay the reward.
The reward offer must reach those who could perform the rewarded acts and the amount and terms of the reward must be such that those who could perform the rewarded acts decide to do them instead of not doing them.

Microsoft to offer bounty on hackers | Tech News on ZDNet
The U.S. Department of Justice, the FBI and Microsoft had earlier announced the arrests of two men who are suspected of modifying and releasing minor variations of the MSBlast worm, but have made little progress in catching the original author or the person or group responsible for the Sobig virus.
The rewards may motivate security researchers into becoming amateur bounty hunters, but real leads are likely to come from those close to the actual miscreants involved, Peter Nevitt, director of information systems for Interpol, said in a CNET News.com interview.
The decision to offer rewards for only the two latest threats doesn't preclude additional bounties to be made for other Internet attacks, such as the MSBlast.D worm, also known as Nachi and Welchia.

 Bounty Hunters
After pondering this for a bit, it occurred to me that the metaphor for this system is that of a bounty or reward offered by the public at large for any individual willing to take personal risk for a chance at successfully collecting the bounty.
A couple of independent bounty hunters said they would be willing to bring in the bad guys for the usual size bounty, that they didn't need payments for 50 years after their death.
Rather than create a reward or bounty for a single individual big enough to pay for all their expenses, a barn raising lowers the expenses per individual to the point where the cost per individual is low enough that it can be part of their “surplus”.

Superior Court Judge Edward Brodie ruled that bounty hunter Duane "Dog" Chapman was not entitled to any share of the money because he was acting on his own and not as a legally authorized bail recovery agent when he snatched Luster off a street in Puerto Vallarta on June 18.
The law requires that bounty hunters have a formal agreement with the bail bond agent or law enforcement, have a clean criminal record and follow local laws when they search for felons.
You can speak out against it, sure, but to claim that legally that bounty hunter was entitled to a reward for breaking the law is to invite a nightmare of recriminations.

FTC Assesses Bounty Reward System for Catching Spammers - W3Reports - Daily Webmaster News
Based on the FTC’s experience in more than 60 cases that targeted spam, the report notes that there are three hurdles for the FTC and other law enforcers in anti-spam investigations: identifying and locating the spammer; developing sufficient evidence to prove the spammer is legally responsible for sending the spam; and obtaining a monetary award.
If a reward system could be designed so that it would generate information that helps clear those hurdles, it might improve the effectiveness of CAN-SPAM enforcement, according to the report.
The report says that even with high-dollar rewards, whistleblowers may be reluctant to come forward.
