According to Gilberto Mifano, the CEO of Bovespa, one of the key reasons for the capital flight has been the CPMF tax (Contribuicao Provisoria sobre Movimentacao Financeira), a tax on all financial transactions.
For Mifano, the CPMF "takes away Bovespa's competitive edge by raising costs, which encourages foreign investors to buy Brazilian stocks in New York." Currently the government charges 0.30 percent of every transaction, and hopes to increase the tax to 0.38 percent in May of 2001.

Bovespa will provide development and training courses on investor relations and corporate governance; and Shares can be traded either through periodic trading sessions or through continuous trading (for those that present sufficient liquidity or have a market maker).
In order to maintain its MAIS listing, companies must achieve a minimum 25 percent free-float for seven years from the date of their listing or maintain a minimum average of 10 trades per month and presence in at least 25 percent of the trading sessions at the end of each fiscal period.
